A new housing project aims to bring more affordable housing along with a community complex in Mississauga.


The development is planned for vacant land at 5080, 5054, and 5034 Ninth Line in Churchill Meadows. The project from Spotlight Development, Harbour Equity and Your Home Developments is one of eight to be awarded funding through the city’s $44 million Affordable Rental Housing incentive program.


A development for the property has been in the works for several years. A proposal for six apartment buildings with heights ranging between six and 12 storeys and 36 townhomes was submitted to the city in 2021.


There are changes to the 2021 proposal, Sherry Larjani, president of Spotlight Development told INsauga.com. Spotlight Development recently came on as a partner in the project.


“70 per cent of the project will consist of attainable, affordable ownership as well as affordable rental,” Larjani said.


The plan is to build two rental apartment buildings with 414 units in phase one of the project, Larjani said.


There will be 378 purpose-built rental units, 65 of which will be deeply affordable, according to the Canada Mortgage and Housing Corporation’s definition of affordability. An additional 45 units will be affordable, according to the City of Mississauga’s affordability metrics.


The apartment buildings will have a range of family-size units and smaller units — the exact configuration is not yet determined.


There will also be 36 townhouses in phase one, which will be sold rather than rented. Future phases could potentially add over 800 units for sale.


The biggest changes to the 2021 plan will come in phases two and three where there are plans to add a 24-hour daycare, an educational facility and a medical services facility, Larjani said.


The daycare, for children under 16 years old, will help families struggling to balance work and childcare.


The educational facility would be for skilled trades training to help people get better jobs.


“Whether they’re new immigrants, youth or people who are struggling to find jobs, to get into skilled trades, so that we can put them back into jobs on our future construction sites, or provide them better opportunities for better jobs with better income,” Larjani said.


The medical facility would include a walk-in clinic, 24-hour urgent care, and mental health services, she added.

Construction on phase one of the project is expected to start at the end of 2025 or early 2026, Larjani said.


The capital grant will be awarded per affordable unit ($130,000 per unit for affordable units or $60,000 per unit per below-market unit). The funding will be issued approximately one month after building permit issuance provided all eligibility requirements are met.


Larjani commended City of Mississauga staff, council and mayor for the smooth application process and the funding.


“We’re deeply honoured to receive this support from the City of Mississauga and the federal government,” said Larjani. “Affordable housing is one of the most urgent challenges we face, and this funding brings us one step closer to delivering a sustainable, inclusive community that reflects the future of city-building.”
